Facilities Start Up Process
|
|
DI endeavors to establish a simple and clear facility start up process for companies. The DI Operations team is available to guide and assist you through the entire process. Please click here for an overview of the facility start up process.

- Approval for tenant construction is given after the tenant has fulfilled all requirements specified in the Design and Construction Development Guidelines and obtained the respective No Objection Certificates.
- DI will also assist all tenants with a review of the Environmental Impact Assessment and Master plan, to ensure that they are compliant with Dubai Municipality and DI requirements.
- Tenants should hire a design engineering consultant registered in Dubai, well versed with the DI Design Guidelines. The design should comply with the plot land utilization requirements approved by DI and specified in the contract, for example:
- Factory 35%
- Storage 15% maximum
- Office 5% maximum
- Public Services 50% minimum.
- The tenant is also required to comply with the regulations of Dubai Municipality, Civil Defense, DEWA, RTA, and other authorities that may have an impact in developing the proposed design. Drawings must be reviewed, signed and stamped by DI.
- A No Objection Certificate is required to be obtained from DI before starting Soil Investigation Works on site.
- Contractors can mobilize only after getting Mobilization Works Commencement No Objection Certificate from DI.
- If a tenant or their appointed contractor violates DI Construction Guidelines, a Construction Deviation Report is issued and fines are imposed, including stoppage of work.
- DI enforces QHSE requirements to ensure a safe, accident free site at all stages of the construction without any adverse impact on the environment.
