Technical Competencies - Risk Assessments
MAQAYEES at Dubai Industrial City promotes risk based programs to give quality, health, safety and environmental management systems more meaning.
Prior to Construction:
- The organization shall identify the most significant health, safety, and security hazards related to the new facility.
- The organization shall provide an outline of the risk assessment approach they propose to implement. The risk evaluation shall include consideration of the impacts and criticality/severity rating.
- This shall include designation of appropriate competencies of the responsible persons.
- Fulfillment of the above requirement is one of the pre-requisites in obtaining the No-Objection Certificate.
- MAQAYEES will assess the information submitted by the tenant in accordance with the QHSE criteria document.
Prior to Industrial Unit Start Up:
- Based on the identified risks, aspects and impacts from above, a more rigorous and updated risk assessment shall have been completed and be available for review by MAQAYEES.
- The organization shall support the evaluation with the risk evaluation approach it implements.
- The organization shall demonstrate that the identified HSE risk exposures have been assessed and suitable control/mitigation measures have been determined.
- Fulfillment of the above requirement is one of the pre-requisites in obtaining the Facility Start up Certificate.
Operation and Maintenance Phases:
- Dubai Quality Mark™ shall be implemented by all tenants at Dubai Industrial City that specifies requirements for a risk based integrated QHSE management framework and recognizes the organization based on the maturity of their QHSE programs.
- As part of enterprise risk profiling, top management of the tenant shall identify the potential QHSE risks associated with business operations. Risks shall be analyzed and classified, as appropriate, based on likelihood and impact on quality, health, safety and environment.
