The vision of DI is to become a globally recognised location for manufacturing, logistics, industrial research and education. The City will act as a catalyst to industrial activity and will follow international quality, health, safety and environmental (QHSE) standards.
Through its industrial governance framework, MAQAYEES, Dubai Centre for Industrial Standards @ DI has carefully assessed and evaluated various impacts that industrial development will have on society at large. To this effect the city has embarked on a program of adopting global standards for QHSE performance and excellence. All industrial units within DI will from time to time be monitored and assessed for compliance against these through a unique risk based program, the Dubai Quality Mark™.
The Guide on Industrial Hazards, Legal Requirements and International Best Practices (the Guide) has been developed as a foundation document in which the normative, legal and international best practice requirements for QHSE have been documented.
It is assumed that the provisions in the Guide apply to all organisations in DI. Tenants may exclude some of the requirements in the Guide from its operations but the onus of proof for non-applicability then rests with the tenant. Where an omission in the Guide is identified by a tenant in DI, the tenant should manage the issue appropriately.
The most important aspect to bear in mind with the Guide is that it must be a dynamic, living document. It is a snapshot in time of current legal requirements and world best practice, both of which are constantly changing. Also, the intention of the Guide is not to specify each and every conceivable hazard that may be present on a site – it is imperative to continuously update, expand and add continuously to the contents as gaps are identified.
Tenants should keep abreast of developments in international best practice in QHSE; MAQAYEES will periodically inform tenants of legal changes and will update the Guide at least every three years or earlier; they will equally inform subscribers of updates and changes to the Guide.
It is important to note that a site-specific baseline risk assessment must be done and referred to by the tenant, assessors and auditors before using the Guide. The issues contained in such a risk assessment will guide the user / auditor to ascertain which entries in the Guide are applicable to a particular site and to specific tasks.
