Dubai Industrial City (DI) recognises that excellent and sustainable performance in quality, health, safety and environmental (QHSE) management is a cornerstone of best performing organisations in the world. Performance in QHSE directly influences the financial performance of the organisation while demonstrating a high level of social commitment by the business.
Maqayees, the governance arm of DI operates with a strategic objective to develop, implement and continually improve the QHSE performance standards by instituting global best practices. Therefore, DI encourages organisations to establish, maintain and improve a QHSE management system with measurable performance indicators.
To determine and monitor compliance and ‘maturity’ in implementing integrated QHSE management systems, DI made a principle decision to assess organisations operating within the city at regular intervals.
To assess compliance with currently available QHSE management systems standards, while at the same time limiting the impact of multiple assessments on organisations, an integrated approach to management system assessment was essential. This was feasible, but the lack of integration of management system requirements on which to base assessments hampered both the effectiveness and efficiency of such assessments. It was thus decided to develop an integrated framework based on the requirements of ISO 9001, ISO 14001, OHSAS 18001 and other international best practices and Good Manufacturing Practices relevant to the industrial clusters operating within the city.
DI developed Dubai Quality Mark™ (DQM) model for risk based integrated management system requirements, comprehensive assessment protocols and governance framework for managing the DQM recognition program by establishing technical committees. The committees possessed requisite knowledge and expertise in processes, products, associated hazards and risks and the assessment and rating of integrated systems.
The purpose of the DQM™ model is to provide organisations with an integrated framework to establish, implement, maintain and continually improve QHSE management systems. The model promotes the adoption of a risk based process maturity approach to enhance the performance in quality, health, safety and environment addressing relevant stakeholder requirements. The model serves as the basis for DI to assess and recognise organisations through a governance framework and awarding Dubai Quality Mark™.
Understanding the importance of impartiality in carrying out its management system certification activities, Maqayees manages conflict of interest and ensures the objectivity of its management system certification activities.
The DQM™ model is available in the public domain to all organisations aiming to establish an integrated management system, and consists of the following two-base documents:
- DQM-R001: model for risk based integrated QHSE management systems requirements
- DQM-D001: model for risk based integrated QHSE management systems requirements and guidance for use
In summary, DQM™ Model has 12 elements and 56 sub-elements that forms the requirements of a risk based integrated QHSE system around which the assessment protocol is developed to rate organisations’ maturity of processes to deliver sustainable performance.
All tenants of Dubai Industrial City are expected to strive for continual improvement of their performance. DI has set requirements for achieving the Dubai Quality Mark™ (DQM) recognitions within defined duration of operations. It is intended that the DQM will be promoted globally to be recognised as a standard of organisational excellence in QHSE and corporate responsibility that will eventually add value to the organisations and their stakeholders.
DI will recognise the tenants that achieve the DQM™ level of performance through a structured DQM™ governance program that meets international best practices.
The tenants shall have freedom to use the Dubai Quality Mark™ logo on their sales, marketing and packaging materials. The usage shall comply with the guidelines for use of the mark established by MAQAYEES.
